2 ARNG Family Program MDEPsQACS Yellow Ribbon Family Assistance Centers SOS Coordinators VMBH Military Funeral Honors VSO Stipends Training Equipment QCYS Weekend Drill Child Care Youth Outreach Program Child/Youth Contractors ARNG MDEP’s (Management Decision Execution Package). A Management Decision Package (MDEP) describes a particular organization, program, or function and records the resources associated with the intended output. During programming, MDEPs provide useful visibility. They assist Army managers, decision makers, and leaders to assess program worth, confirm compliance, and rank resource claimants. During budgeting, MDEPs help convey approved programs and priorities into budget estimates. They also assist HQDA Program Evaluation Groups post program changes caused by budget decisions and approved funding. During execution, the posted MDEPs help HQDA principals and commanders of Major Army Commands (MACOMs) and other operating agencies track program and financial performance. The financial data they get as feedback helps determine future requirements. Yellow Ribbon is under the (QACS) Quality Army Community Service MDEP. Two other sometimes collaborating and occasionally overlapping MDEPs are the VMBH (Veterans Military Burial Honors) MDEP and QCYS (Quality Child Youth Services) MDEP.
3 Suggestions for Improving Execution Way Ahead for FY11State PMs must synch with the State Mobilization Readiness Office (MRO), deploying/redeploying units, and State G1/J1 during budgeting process and year of execution Ensure State PMs return their obligation plans to the respective ARNG program manager (to include pre-loading events in JSS) Ensure State PMs are executing in correct Army Management Structure Code (AMSCO) (QACS is 2065) Yellow Ribbon = 131G18.17, Transaction Description Code (TDC) C14 Steady State Family Assistance Centers= 131G18.19, TDC C13 Monitor obligations (utilize fund management tools) Automated Fund Control Order System (AFCOS), Data Warehouse, RM Online, State financial plans… The AMSCO is a data element not to exceed 11 digits. It is the common language for interrelating programming, budgeting, accounting and manpower control through a standard classification of Army activities and functions.
