Over the next few minutes, we will discuss some: financial aid myths; financial aid concepts; financial aid programs and their funding sources; how students apply for financial aid; and finally, where to look for free sources of scholarships.

There are many misconceptions about financial aid. Let’s set the record straight on a few of them. The most common version of the unclaimed aid myth says that $6.6 billion in scholarships went unclaimed last year. This myth is more than 30 years old and has nothing to do with scholarships. The reality is that almost all scholarships receive far more qualified applicants than available funds. The few scholarships that do go unclaimed can’t be claimed because of restrictive selection criteria. There is one form of financial aid that does go unclaimed, and that’s the Federal Pell Grant. About 2 million students in who did not file the FAFSA would have qualified for a Federal Pell Grant if they had filed the FAFSA. Of them, 1.3 million would have qualified for the maximum Federal Pell Grant. You can’t get aid if you don’t apply. There is a slight penalty for savings. If you save in the parent’s name, financial aid will be reduced by at most 5.64% of the net worth of the savings. This is in contrast with 20% of student assets. Despite this small penalty, you are still better off. For example, $10,000 in the parent’s name will reduce aid eligibility by $564, leaving the family with $9,436 available to pay for college costs. Every dollar you save is a dollar less borrowed, and every dollar borrowed will cost about two dollars by the time you repay the debt. Scholarships are part of the plan for paying for college, not the entire plan. About 1 in 8 students in Bachelor’s degree programs uses scholarships to pay for college, and the average amount is about $4,000. Only 0.3% win enough scholarships and grants to cover all college costs.

The reality is there are many factors - beyond annual family income - that are considered in determining a family’s ability to pay for college expenses. These include, but are not limited to: family size; net value of parent and student assets; the age of parents; the number of children in college; and special student and family circumstances. 5. The most common version of this myth claims that up to $45,000 in federal student loan debt will be cancelled after 20 years in repayment, provided that the borrower has repaid at least 10% of his or her student loan balance. Some versions of the myth require the borrower to have graduated from college. Other versions claim that private student loans may also be forgiven. Like many myths, this myth is a distortion of real programs. There are three student loan repayment plans where the monthly payment is based on a percentage of discretionary income, with forgiveness of the remaining debt after 20 or 25 years in repayment. The forgiveness period is decreased to 10 years if the borrower works full-time in a public service job, subject to other eligibility restrictions. These are: the college’s cost of attendance; the family’s expected contribution; and the student’s financial need. Now let’s look at each of these concepts.

When colleges and universities look at a student’s annual cost of going to college, the school considers: - average tuition and fees; - estimated cost of books and supplies; - room and board (housing and food) depending on where the student will live when in college - some personal expenses such as clothing, internet service, and entertainment; as well as - transportation to and from the college campus. These costs can vary depending on the type of college the student attends, academic major and whether the student lives at home, on-campus, or close to the campus in his/her own residence. The cost of attendance may be adjusted by the college financial aid office to include high unreimbursed dependent care costs and the cost of a computer. Gastos Personales Transportación

It is calculated based on the information the student and his or her family provide on financial aid applications and is a minimum measure of the family's share of college costs. It is used in the calculation of financial need and in the determination of the student's eligibility for student financial aid. In determining the expected family contribution, both students’ and their custodial parents’ incomes and, possibly, a portion of their assets (cash, savings, checking and investments) will be considered. The actual amount the family will pay may be higher than the EFC, since some colleges do not satisfy the family’s full financial need (called gapping the student) and some colleges use loans (which must be repaid) to cover all or part of the student’s financial need.

A student’s financial aid eligibility is based on financial need. Total financial aid received cannot be greater than the student’s financial need.

In our examples, you will note that the cost of education for attendance at four different types of schools varies. However, also note that the EFC (Expected Family Contribution) stays the same. That means that student need will vary based on the cost of the school. The more expensive the school, the more financial aid the student may be eligible to receive. In the best of all possible worlds, full “need” at the school the student wants to attend will be met with financial aid awards made up of grants and scholarships along with reasonable amounts of work and loan. Some schools are not able to meet full need which increases what families may have to pay. If full need is not met, a student may have to borrow or work more. Note: the costs shown in this slide assume that the student will be living away from home rather than at home with the family where costs may be lower.

Grants and scholarships are gift aid that does not require repayment. Grants are usually based on the student’s financial need. Scholarships are generally based on talent and/or merit. While there are a number of grants and scholarships for California students, the Cal Grant program is one of the most widely available and valuable. Cal Grants are an example of gift aid based on need and merit. We will discuss Cal Grants in more detail later in the presentation. Work programs provide opportunities for students to earn money to help pay for school expenses. Both students and parents can borrow from a variety of low-interest educational loan programs designed to help with the educational expenses of the student. Student loans usually do not require repayment until the student is no longer in school. Parent loans may require payment while the student is still in school.

Though important, these sources scholarship provide less than 6% of the total financial aid and 13% of the gift aid awarded to students. Check with each of the private agencies, companies, and foundations to which the students wish to apply about application forms and deadlines. Some colleges and universities may provide up to $4,000 per year in Federal Supplemental Educational Opportunity Grants (FSEOG) to their neediest students. State Cal Grants, one of the most valuable grants in California, is based on financial need as well as the students’ cumulative GPA from their sophomore and junior years. The value of these maximum tuition grants at California colleges and universities for full-time are as follows: The California State Universities (CSU) - $5,472 The University of California (UC) - $12,240 Independents colleges and universities - up to $9,084 Private career colleges – from $4,000 to $9,084 Students attending California Community Colleges are not eligible for Cal Grants for tuition, but may be eligible for Cal Grant stipends to help with books, supplies and other educational expenses. In addition, colleges and universities may provide other college grants which will vary in amounts. Examples are: - Community College Fee Waivers (BOG) - CSU State University Grants (SUG) - UC Grants - Independent and private college/university grants

But, working too much can hurt academic performance. Students who work a full-time job during the school year are half as likely to graduate as students who work 12 hours a week or less.

Such students may receive as much as $9,084 toward tuition and fees at eligible independent California colleges. Students attending eligible California private career colleges and universities may receive between $4,000 and $9,084.

Students are encouraged to apply during their senior year of high school. They should pay special attention to the FAFSA or California Dream Act Application directions as foster youth may not have to provide parent information. To apply, the foster youth must complete: - the FAFSA; - AB540 students should complete the California Dream Act Application in place of the FAFSA; - both those completing the FAFSA or those completing the Dream Act Application must submit the California Chafee Grant Program Application.
