The department seeks to ensure that the technical support, resources and opportunities are in place for all students, whether children or adults, to receive a high quality education.

Trainers will work within districts, at IU and PDE-sponsored professional development sessions. Why? To build capacity across the state by ESL educators with PDE information

14 Title III Accountability during TransitionUSDOE will not require States to hold districts accountable for their performance against AMAOs 1, 2, and 3 under Title III of the ESEA for the 2014–2015 or 2015–2016 school years. (USDE, OESE, December 18, 2015, Dear Colleague letter)
15 Why are AMAO Improvement Plan Activities happening this school year?accountability results are Pennsylvania’s “most recent AMAO calculations” so subgrantees’ status will be “frozen” and PDE will “continue to provide the supports and interventions” during the and school years” outlined in the PA Title III Accountability Plan, as required by USDE during the transition to ESSA. AMAO Status Reports were released July, 2016 and required activities are underway.

20 English Language Acquisition ClassesESL instruction must be delivered via curriculum aligned with PA’s Reading, Writing, Speaking, Listening Standards and the PA English Language Proficiency Standards. (BEC, Educating Students with Limited English Proficiency and English Language Learners) PA English Language Proficiency Standards and PA Core Standards for English Language Arts can be accessed on the SAS Portal at SAS Portal Revision Sessions will include ESL components. Check the schedule coming to your local IU soon!
21 ELD Daily Instruction ELA Replacement – ELA and ESL joint curriculum must be created and taught. ELA grade on report card. ELD Class as World Language Credit - grade separate from ELA replacement grade. ELD Instruction is NOT an elective!

23 Reminders ACCESS 2.0 grades 1-12 is an online assessment:ELs grades 1-12 are expected to be administered online assessments, Individual ELs requiring a paper-based assessment as an accommodation may be administered a paper-based ACCESS 2.0 Precode Internal Snapshot deadline is November 18, 2016 at noon. Ordering Window is closing on December 1, 2016. LEAs that developed an ACCESS 2.0 transition plan in 2015 in collaboration with PDE are reminded of their obligation to implement that plan.

25 No Tier Selection The test engine will manage tiers on the back end; educators do not need to select tiers for the online test. Students’ performance on the Listening and Reading tests will determine their placement for Writing and Speaking. Listening and Reading: will be administered first. They may be administered together or separately. Writing and Speaking: can be administered in either order, after the Listening and Reading tests. The online test will be staged adaptive, and students will progress through the test based on their performance on previous folders. Due to this adaptability, educators will not need to select tiers for the online test. Students’ performance on the Listening and Reading tests will determine their placement for Speaking and Writing. WIDA recommends that students first take the Listening test and then the Reading test. Writing and Speaking may be taken in either order, after the Listening and Reading tests. The ACCESS for ELLs 2.0 test will be self-paced. The target administration times for each section of the test are: Listening: 25 minutes, machine scored; Reading: 35 minutes, machine scored; Writing: up to 1 hour, rater scored; Speaking: up to 15 minutes, administrator scored
26 No TA Scoring of Speaking DomainListening and Reading: student responses will be captured digitally and scored by the online test engine Speaking: student responses will be recorded (captured digitally) and automatically sent to DRC for scoring by trained raters Writing: typed student responses will be recorded (captured digitally) and automatically sent to DRC for scoring by trained raters; handwritten responses will also be returned to DRC for scoring Grades 1-5 handwrite responses in test booklet keyboard responses unless an accommodation is required for handwriting. Implementing the online test will also involve changes in how student responses are captured for scoring and reporting. When students respond to the Listening and Reading items, which are multiple-choice, DRC’s online test engine will automatically score their answers. For the Speaking test, the online test engine will record student responses (with students speaking into external headsets). The responses will be automatically sent to DRC for scoring by trained raters. This is the most notable change from the current ACCESS for ELLs test where speaking is rated by the test administrator in real time. When taking the Writing test, students will either keyboard their responses or handwrite their responses in a paper test booklet, depending on their grade level. The keyboarded responses will automatically be sent to DRC for scoring, whereas handwritten responses in paper booklets will need to be shipped to DRC for scoring.
27 WIDA is releasing new optional practice materials for:New for ACCESS 2.0 WIDA is releasing new optional practice materials for: Getting Students Ready for Testing Flyers (sent prior to call) Paper and Online test preparation information to prepare students in general and by domain. Outcome of Attempedness Criteria Vote (sent prior to call) the policy adopted as a result of consortia-wide voting on this issue. WIDA is releasing supplemental optional practice materials for educators and administrators who will give the ACCESS for ELLs 2.0 Paper Speaking Test. These materials feature new Speaking tasks, model student responses to those tasks, samples of student spoken language at different score points, and explanations of those scores. Additionally, these new materials reflect some of the new Speaking tasks that will appear on the ACCESS for ELLs 2.0 Speaking Test in These materials will help scorers to accurately evaluate the spoken language produced by students.

Title III Nonpublic Student Count Districts, charters, and comprehensive CTCs report data on nonpublic LEP and immigrant students. Data is used for federal reporting and for Title III LEP and immigrant allocations for nonpublic students. ACCESS Test Files are matched to reported LEP students. Test booklets that do not match demographic data in PIMS are invalidated for federal reporting and accountability purposes. Non-PIMS Collection LEP System March 13--April 13, 2017 ACS Due Date: (May 1, 2017) Districts, charters, and comprehensive CTCs report data on ESL Programs. This data is used for federal reporting and program compliance monitoring. Collection 4—June 15 LEP Program Survey Collection Window: (June 15—July 21, 2017) Correction Window: (August 1—15, 2017) N/A This snapshot is used for federal reporting purposes and program compliance monitoring. Congress uses this data for decisions concerning policy and funding for LEP and immigrant students.
