A web portal that enables EU-based project promoters (public authorities, private promoters, PPP) to share their investment proposals seeking external financing, in a transparent way. Investors can search for opportunities across Europe (e.g. size, sector, geography). Fall within the geographical scope (EU-28 plus cross-border projects with neighbouring countries) of Article 8 and the sectors/objectives of Article 9(2) of the "EFSI" Regulation (EU 2015/1017) 3. Be compatible with EU and MS law and shall not entail any legal, reputational or national security risks 4. Have started or be expected to start within three years from submission to the Portal 5. Only legal entities (in good standing) established in a Member State (not individuals) can submit projects 6. Be clearly described as investment projects with accurate information provided * 11

Yes, the legal headquarter of the organisation promoting the project have to be based within the European Union The EIPP does not provide financing. It acts as a bridge between EU-based project promoters and Investors worldwide. No, the publication of a Project on the Portal is neither a guarantee of, nor precondition to obtaining EFSI financing.
