The COA can be expanded through plug and play inside the threat network, additional storylines can be added to support the other Functionals or reduced based on requirements/Training Objectives. It is designed to be flexible.

Best employed to practice staff processes. May maneuver and operate within limits established by exercise control authorities. Some deviation by OPFOR allowed to exploit TA actions and reinforce learning. Best employed to challenge staff flexibility and to practice staff processes. Free to maneuver and operate as an enemy force seeking to achieve its objectives. Best employed to validate plans, test C2 functions, challenge commander’s decision cycle, and practice mission command. The following slides present a Course Of Action (Restrained ROO) where the BML has grown to a more capable force. In PMX 16 the BML is structured to exercise the coalition and SOUTHCOM staffs with an enemy that is fully integrated into the New Centralia government, legit businesses, cross border, and a variety of weapons systems to contend against. This COA also has events the Training Audience must act upon in order to prevent. The network is capable of adding new members if other functionals desire an entity for their storyline or use what is already present.

4 OPFOR Threat Network BML – Brigada de los Mártires de la Liberacion also know as the BML are a Violent Extremist Organization (VEO) with 4000 plus members with 500 located in Panama,100 in Columbia, 400 around the region and 3000 in New Centralia due to increase in offensive capabilities. They have since expanded their organization that was once a self contained militia group to one that now contains members within the New Centralia Government, Legitimate contractors, police and border/customs officials. They have also ties to other extremist groups such as MS13 and the International People’s Movement (IPM/PACOM AOR) outside New Centralia AOR that share the same ideology of a anti-western socialist utopia for the people with themselves in charge.

5 BML GOALS Political Objectives: Primary: Establish a BML stronghold within New Centralia where the BML can have an autonomist zone to conduct anti-western activities inside the SOUTHCOM AOR. Disrupt shipping in the Panama Canal in order to punish the Panamanian Government and to inflict cost to western nations supporting Central American Governments that oppose the BML. Control all of New Centralia’s societal behavior to include education, medical, and industry. Remove all elements of western culture they perceive to be contrary to their Ideology. To obtain overt support from other countries that share the same ideology. Instruments of National Power Diplomatic: Has some support in the international arena from other pariah states that are enemies to western culture of the United States along with outside VEOs (MS13 and IPM). Informational: BML has infiltrated into New Centralia Government, legitimate business and contracting. Military: Significant, well-maintained capabilities of a well funded VEO with Ground, Naval and limited air capabilities stationed throughout the Central American region. Economic: Financed through Drug operations, smuggling, other criminal activities and support from others seeking to hurt the United States and it’s allies.

7 COA SCENE SETTER The RTC will depict a situation where the BML and the Government of New Centralia (NC) have been engaged in armed conflict between each other. NC forces in the south have basically been neutralized while the forces in the north hung on long enough for a coalition RRF force for to bring troops in and have established a base of operations within NC to work from. The earlier engagements with the BML has left most of the NC PSF combat ineffective but they can still do some small unit type engagements. BML has threatened the other Central American Governments that you will pay if you provide any support in attacking the BML. At this point the BML are desperate and will do anything to stop the coalition and win this fight.

One is driven by it’s military capabilities and actions and the other, which is CTN specific, what actions are the BML entities taking. D-1 RTC Sets the scenario to where the BML is actively trying to overthrow the New Centralia Government and is in control of most of the Southern New Centralia and the entrances into the Gulf of Dulce and Golfito Bay, while the MNF controls Northern NC. The BML is also shown intentions to disrupt shipping in Panama Canal and their desire to punish other governments supporting New Centralia. NC President has vowed the election on D+7 will be held despite BML intervention. 1. D Day Multiple reports on BML activity which one alludes to Moncada directing Molina to attack the Penada (code name for power plant) which the TA will not know on day one. TA Actions – Update COP on BML Activity. Research Molina and Moncada, add reports to Pattern of Life. Instruct INTEL to find out what Penada means. 2. D Day Report indicates that the 1st BML BN has completed defensive measures in and around Nuevo Palmar Sur Airfield. TA Actions- Makes TA aware that BML has forces throughout southern Centralia and are prepared to defend against Blue actions. 3. D Day Report indicates that Alfonso Benavides has received special training from an unknown organization on how to employ a K-Club system. One reports that the IPM (operate from a notional Island in the Pacific) trained BML members on how to construct a large (concealed) massive bomb capable of widespread mass destruction and that the (the Sage) was their star pupal. TA Actions – By now TA should know that Molina is a bomb implacer and if they read the RTC should know that the Sage is the alias of Bernaldo Ortiz. They should also note that Ortiz has a close relationship with Molina. 5. D+ 1 New Centralia Coast Guard Boat (Mark V So Craft) hits a mine while trying to enter the Gulf of Duluce. TA Actions- Should now know that the BML have mined the entrance to the Gulf of Duluce (Southern NC) and should be taking appropriate actions to remove the mines so Blue Forces can have freedom of action inside those waters. The RTC will have previous warnings regarding this issue. M

In attendance was Cesar Acosta, Warner Perez, Francisco Rosa, Rafael Moncada, and Jeno Sanchez and 10 others the source did not get their names. TA Actions – Point of meeting was to link Jeno Sanchez to BML for TA to pickup on later. 7. D+1 A Report Indicates Panamanian locals observed fighters from the BML PAN BN operating in the VIC of the Culebra Cut (Panama). One of the leaders of the BN told the locals to go and not report what you have seen. The report further indicates that that they were heavily armed w/ small arms, machine Guns, and AT weapons (probably RPGs). They also noticed that they had pack mules loaded with boxes, contents unknown. TA Actions- At this point a PAN BN has been reported operating in Panama near the canal carrying large boxes. TA should be trying to locate this BN and tighten security around the Panama Canal and try to figure out what this BN is up to. 8. D+1 A Report indicates that an SSPS was spotted at 1806Z by a Norwegian Flagged Ship Nordic Star 10NM east of Punta Mala. The ships Captain stated that the vessel was heading 015 degrees magnetic about 5 knots when it disappeared beneath the sea. TA Actions- Introduction to the TA of the presence of SSPS’ operating in the AOR. G M

D+2 Multiple reports on BML activity of which one is a report of their desire to conduct a spectacular attack to derail New Centralia’s presidential election that will be in 5 days. TA Actions – To alert TA of a planned BML event in which they need to look at possible TTPs and locations. 10. D+2 It is reported that Sage has received all he needs and will have the packages ready by tomorrow. TA Actions – TA should know by now that “SAGE” is a BML bomb maker by the name of Ortiz. With reporting in the last two days of imminent attacks, the TA should be trying to find out where the attack is and the whereabouts of SAGE. Target Packet w/POL should be built and Ortiz should be going through the NOM process where he is given an OP name for action by CFSOF. 11. D+2 A report that indicates that locals observed a small plane that resembled a Taradactal flying in the vicinity of the Centennial Bridge. The UFO appeared to be flying along the canal itself. Altitude was estimated to be about 1000 feet AGL. TA Actions – TA should conclude that this flying machine is a UAV and should try to confirm who is operating it. The RTC reflects that the BML has Zala and 16 which do resemble a Taradactal. Also earlier reporting of the PAN BN operating in the AOR provides more clues IED T G

D+2 A report that depicts the conversation between the girlfriend of Alfonso Benavides, Maria Tonure, and her sister at a café in Golfito at 1231 next to the airport said, “That Alfonso will not be back for a couple of weeks that he has an important task to do. She asked him where are you going and he said not to worry that I will be aboard a ship safe and sound.” TA Actions – More Links and Clues between Benavides, K-Club and now a ship. 13. D+2 BML Q-Ship disguised as a small cargo vessel attacks the Cartagena Naval Base with a K-Club. 2 Missiles impacted on a warehouse inside the base and where it caught fire and burned to the ground. The rest impacted no damage. Q-Ship launched missiles about 5 NM out from 10̊ 23’57.04 N 75̊ 38’.70 W. TA Actions- They must attack and destroy Q-Ship or it will launch a second strike. TA now knows the capabilities of a K-Club and must plan to counter/locate others during the exercise. 14. D+2 BML PAN BN (Squad Element) launches a Zala from Tigre Isla in lake Gatún armed with explosives and attacks the new Panama Canal Visitor Center. Damage was minimal but 4 Tourists were injured. 2 American, One German and One Chilean. TA Actions – Must locate and neutralize BML PAN Squad on Tigre Isla and counter the BML political effects of the attack. TA should be looking how to defend against future Zala attacks along the Panama Canal. T M G

D+3 Multiple reports on BML of which one is a report from a source that states that Henrick Visser called someone by the name of Racha and told him that the Packages are ready. TA Actions – Through the RFI process, TA should have asked for information on Molina and within his POL know that his alias name is Racha. The RTC will have introduced Visser and the TA should conclude that the BML is planning a bomb/IED event of some sort and at an unknown location. 16. D+3 Report that the BML 2nd BN has complete control of all the main entry and exit routes into the city of Golfito and to pass a checkpoint you have to pay extortion money to move your goods or enter/exit the city. TA Actions – TA can use this information for enemy force locations in preparations for retaking the city back from the BML or for other uses that can benefit the Blue forces situation. T G

D+3 Multiple reports on BML of which one is that Jose Huertas tells Moncada that Penada will be severely damaged and un-operable for months after the attack. He insures that Allen will take good care of the packages. TA Actions – Through the RFI process the TA should ask and receive Huetas’ Target Packet with POL. Inside that packet they should learn that he is the BML Intelligence Chief and that Allen is his son-in-law and he is also the very popular Mayor of Rio Claro, New Centralia. 18. D+3 A report that a BML Safe house located in San Vito, New Centralia where a meeting is to take place at 2100 hrs tonight and that Warner Perez will be there discussing BML cross border missions. He will only be there for 3 hrs. TA Actions – Should conduct a raid to kill/capture Warner Perez who is the BML ground chief. However, the TA will fail to get Perez but in the ensuing action will capture a map showing BML unit dispositions in Southern New Centralia that Perez is convinced was destroyed before he made his get away. The map will show that 1st BML BN is located within the area of Pueblo Nuevo, the 2nd BML BN is around Golfito, the 3rd is located in around San Vito while the BML PAN BN is located just south of Lake Alajuela, Panama. If Blue does not raid in D+3 they will miss getting hold of that map. C IED T

25 BML Scenario Concept (Proposed) By Day (continue)19. D+4 Multiple reports on BML activity of which one is a report on Gusta de Graaf telling Maria Sanchez that Packages are to be picked up today. Source reports that the vehicle used has license plate number “CL ” registered in New Centralia. TA Actions – RTC and or BML Threat assessment will Identify Graaf and Sanchez. TA should RFI the License Plate where they will get back Information saying the It’s a van owned by Damani Allen and is listed as a Tego Warehouse vehicle. TA should access government corruption/BML ties within New Centralia. Should also plan a raid on the Tego Warehouse (located in Rio Claro) where they will be too late to find the packages. 20. D+4 News Media release Headline states that on D+1 Rico Construction Company was awarded multi-million dollar contract to up-grade the facilities in the New Centralia Power Plant. Owner Jeno Sanchez says this will be a big boost for the loyal people of New Centralia. TA Actions – TA should be able to determine that Jeno Sanchez has ties to the BML from reporting on D+1 and that Penada could possibly be the power plant. They should also conclude that BML have now gotten insider information on the power plant due to Rico Construction connection with the BML. C IED M C IED

26 BML Scenario Concept (Proposed) By Day (continue)21. D+4 Reports indicate that a Dutch Flagged Cargo vessel (Sanctos) was sunk yesterday around 1818Z hrs 40NM NE of the Isla San Jose. The captain and his crew survived and he told authorities that he saw 3 really flat looking boats that appear to be speed boats but looked like they could go under water. The captain also noted that the crafts had green and blue lights illuminating from the sides. They intercepted his course for the Panama Canal when one of the boats did a hard turn to the right and crashed into the side of his ship and exploded. The damage was too great for his crew so he had to abandon ship. The other two ships continued on their course Bering 350 degrees. TA Actions – At this point the TA should realize that the BML is using SPSS vessels to sink ships. Possibly suicide but most likely remote controlled as the SPSS crashes into the side of a victim ship. 22. D+4 Multiple reports on BML activity of which one is a report that Edwardo Garcia will take care of the packages and make sure it makes it to its final destination. TA Actions – Introduce Edwardo Garcia to TA and shed more light on the Packages whereabouts. M IED C

27 BML Scenario Concept (Proposed) By Day (continue)23. D+4 New Centralia Public Security Force (PSF) conduct a raid on a BML Safe House. Results are 1 PSF officer killed and 4 unknown BML members KIA. As the raid was being conducted one BML member was in the process of destroying a computer and burning documents. After investigating the computers hard drive there was a message that had not been deleted that stated. “Don’t worry our point of contact, Edwardo Garcia is a Customs official at Golfito. He is instructed to place the packages in vessel 29. The rest of the message is unreadable but the word Sage and Penada appear on the same document.” Among the papers found still readable the PSF find a money transfer bank statement from the Central Bank of New Centralia for the amount of $100,000 U.S. Dollars. The account numbers are from to a Swiss account TA Actions-At this point the TA should conclude that the BML have members throughout the New Centralia Government. They now know the package is probably aboard a ship but what ship. The TA know Penada is most likely the New Centralia Power Plant which is located in the Town of Puerto Jimenez and actions should be taken to locate Vessel 29. TA should RFI the bank account numbers. The first bank account number belongs to a known tie to the IPM, Kulm Agras, and the other belongs to the Rico Construction company. F IED C

D+5 Multiple reports on BML activity of which one is a dock worker from the port located near Puerto Jimenez went to the police station and describes 3 suspicious men loading two large packages from the ship called the Sea Flower aboard a truck. He over heard the Captain say, Hurry vessel 29 needs to leave soon and you need to deliver one package to Racha and the other at 1700Z to Andres Vergara. One man asked “ But Captain Acaba where is Vergara located? The other man replied, “At Café Vito on Route 245 in Jimenez. The people of Jimenez will soon pay for their disrespect of the BML.” TA Actions- At this point the TA should know Racha is the Alias for Molina because it is listed in his Target Packet that will be provided to the TA on D Day if they had asked for it. The RTC will provide background Information on Vergara so they will know that he is a Bomb implacer and Captain Berto Acaba is a Q-Ship Captain for the BML. The TA should rush his name through the targeting process in order to plan an OP to kill or capture him at 1700 at the Café Vito. If not he will place his bomb in the town of Puerto Jimenez at the site where Hundreds of villagers are gathered to vote on D+7, the New Centralia Presidential Election Day. If they conduct the OP they will kill Vergara and recover the bomb. Information in the Storyboard will offer more INTEL for the TA on the second package which is still at large. T

There appear to be a larger boat trailing about 5 NM behind the SPSS vessels. TA Actions- If the TA does not take action in D+5 those two SPSS vessel will sink two more ships entering or exiting the Panama Canal. 26. D+5 New Centralia Authorities forwarded a crew manifest of a suspicious ship carrying unknown contents. Crew member names are Captain Juan Sintose, 1st mate James Nigel, Felpe Garcia, Donato Jorges, Harry Lambi, Alfonso Benavides, and Angelica Felna. The ship enter the Panama Canal on D+6. The Ships name is Ravage and is a New Centralia flagged ship. D+5 Multiple reports on BML activity of which one is a report from a source that Molina tells Moncada that he has received the package and insures him that it will be delivered on time. TA Actions- TA should be aware that Molina has the package and should aggressively plan to locate him and the package before he has a chance to detonate it. 29. D+5 Another report on BML activity states the PSF got into a gun battle with 4 BML members trying to avoid a traffic violation in Paso Canoas. All four were killed in the exchange. 4 PSF officers were killed along with 2 others wounded. One of the dead BML members was identified as Tipu Xunantunich. On his body was a receipt and paperwork for $100,000 U.S. Dollars for the purchase of a large Dump Truck. The money came from a Swiss account and the account number was TA Actions- At this point the TA should realize that the Rico Construction Company is aligned with BML and should be trying to convince New Centralia Government to shut down the company and arrest Jeno Sanchez. He overheard two men discussing the correct colors to purchase for the Rico Construction Company Dump Trucks. One man who the other called Racha said these are close enough. Get it and I will meet you at Del Rancho around 0700 tomorrow to finish the job. The source was very suspicious of the two men and reported what he had heard to the local PSF station. TA Actions- At this point the TA know what the dump truck is to be used for and who Racha is. They should know that he has the second package. If the TA read the RTC closely they should know that Del Rancho is a known BML location (80 33’ N 83022’ W) and already has target information for the asking. TA should at this point prepare an OP to go after Molina. If they do not, Molina will drive his newly painted dump truck with a large bomb embedded inside it. Drive through security at the New Centralia Power Plant and blow it to smithereens thereby hampering/delaying the presidential election. 31. D+7 Little activity on BML is being reported.
