3 Social Investments, OVPN-Power Corps Program Design Details. Description/Objective It is a volunteer program, that aims to provide temporary jobs in the areas of primary education, agriculture, public health and community education (civic and adult education) Program to last for 2 years after which beneficiaries will exit the program, with devices. Beneficiaries can also exit the program before the expiration of the 2 year period, as they are encouraged and trained to apply for permanent jobs and to also set up their own businesses (entrepreneurship). Target To engage and train 500,000 young unemployed graduates in year 1 Eligibility and Method of Selection Open to all unemployed Nigerian graduates between the ages of 18 and 35 All beneficiaries must apply via the N-Power portal This selection criteria shall be implemented by a selection committee comprising relevant officials of the relevant Ministries and the private sector. Draft selection criteria will also be sent to States for approval Induction/Training Training will be undertaken virtually, although there will be an induction period in the beginning. Trainees will receive devices (tablets) installed with various training materials that will enable them build their capacity to get decent jobs and/or set up their own businesses if they are not absorbed by Government. Beneficiaries will be given access to the N-Power learning portal where they will be able to continue their learning process. Exit skills will also be available on the learning portal. Description/Objective It is a training to jobs initiative ensuring participants can get engaged in the marketplace in an outsourcing capacity as freelancers, as employees and entrepreneurs The program is segmented into three streams: N-Power Creative; N-Power Tech (Software) and N-Power Tech (Hardware) Beneficiaries of the N-Power Creative program will be trained and certified in one of the following courses: Animation, Graphic Design, Post-production, Script Writing Beneficiaries of the N-Power Tech (Software) program will be trained, equipped and supported to meet local and international demand for software developers, web designers and other technological needs Beneficiaries of the N-Power Tech (Hardware) will be trained to repair, maintain and assemble mobile phones, tablets, computers and other devices The training will last for 3 months, made up of 1 month in-class, and a 2 month hands-on group project Target To engage and train 25, 000 young unemployed graduates and non-graduates in year 1 Eligibility and Method of Selection Open to all unemployed Nigerians between the ages of 18 and 35 All beneficiaries must apply via the N-Power portal This selection criteria shall be implemented by a selection committee comprising relevant officials of the relevant Ministries and the private sector. Description/Objective It is an accelerated training and certification (skills to job/enterprise) program that will engage and train unemployed Nigerians in order to build a new crop of skilled and highly competent workforce of technicians, artisans and service professionals. The focus industries include: Building, Construction & Environment Services, Utilities and Engineering, Hospitality and Catering, Automotive, Aluminum and Gas. The training will last for 3 months, made up of 1 month in-class, and a 2 month hands-on group project Target To engage and train 75, 000 young unemployed graduates and non-graduates in year 1 Eligibility and Method of Selection Open to all unemployed Nigerians between the ages of 18 and 35 All beneficiaries must apply via the N-Power portal This selection criteria shall be implemented by a selection committee comprising relevant officials of the Ministries and private sector. 7 Recruitment & Registration of Vendors/CaterersA multi-sectoral team will be set up at the State level to drive the implementation of the program Team to carry out State wide analysis on current agricultural production and potentials. Analysis of Education with regards to current infrastructure as it supports school feeding activities, as well as information on the agricultural schemes, if any, that could be leveraged upon. Situational Analysis Community based method for recruitment, compulsory medical screening and appropriate kitting Number of vendors per LGA shall be subject to the number of schools and pupil to caterer ratio e.g. 1 caterer to a maximum of 150 pupils Parties to consider during recruitment are current school based caterers, representatives from community women groups, parents, community leaders and other key members within the community structure Once the caterers have been successfully recruited, they will be registered on the Federal portal. Each caterer must open a bank account with the Federal assigned banks. Payments will be made directly to the food vendors using the biometric information for verification. 8 All pupils enrolled in primary schools will be biometrically identified through a collaboration with the NHIS. 9 Program is aimed at providing targeted transfers to poor and vulnerable households, ultimately ensuring that the beneficiary households graduate from poverty – improve household consumption, ensure human capital development, provide livelihood support A National Social Registry to be built by the National Social Safety Net Coordinating Office – NASSCO which is responsible for coordinating and setting standards around all social safety net programs as well as for setting up the registry. A bottom-up approach via Community Based Targeting Method has been adopted to build the Social Register The Cash Transfer Program shall mine beneficiaries from the Social Register Cash Transfer Cycle expected to last for 3 years with livelihood support to ensure graduation, after which a verification exercise would be carried out to assess the effectiveness and impact of the strategies utilised. Description/Objective: Cash Transfer Program 1 million households to receive N 5, 000 monthly as conditional cash transfers in year 1 Additional 200, 000 households for livelihood support through the World Bank All States, 30% of LGAs using State poverty map Target
10 Educational: School enrolment, attendance and completion rates Co-responsibilities are the conditions attached to the disbursement of the cash transfers States are at liberty to choose particular co-responsibilities from a menu developed by the program to include: Education, Health and Nutrition, Environment, Productivity and Livelihood support Educational: School enrolment, attendance and completion rates Health: Immunization, Antenatal care, health education, sanitation, safe water, hygiene training Nutrition: training and workshops on balanced diet for mothers, infants and babies Environment: Planting of trees, clear culvert or drainages in community, soil preservation techniques, carbon credit, etc Co-responsibilities Financial Inclusion Training and mentoring Advisory support as a means of providing sustainable opportunities for productive households; targeted members to graduate out of poverty Livelihood Support
11 Program adopts a bank led model of payment that ensures that the monies go direct to the beneficiaries. Banks are liable for the entire transmission chain NIBSS is facilitating the banks to also take the biometrics of beneficiaries in order to identify them (by linking them with NIMC to generate a unique ID number) and to verify their beneficiary status before payment Banks are selected via a very tight and competitive procurement process In highly remote locations, local agency banking networks are being developed in order to enable real and on-time cash-out for beneficiaries and to promote local businesses that possess minimum liquidity requirement, of which the responsibility for collaboration remains that of the selected banks Key Beneficiary is the primary caregiver, but alternate beneficiaries shall also be captured Payment System & Beneficiary Verification A grievance redressal team to be established at community level – Male and Female Volunteers Other forms of redressal mechanisms will be used e.g toll free call numbers Grievance Redress
12 State Cash Transfer Unit (SCTU) to implement cash transfer and related activities. States are advised (in agreement with NCTO) to house SCTU (in terms of reporting and compliance monitoring) in the most relevant Ministry A State Operations Coordinating Unit (SOCU) will also be set up to populate the State Social Registry; coordinate, monitor and supervise CBT and data collection process. The State Register would also be uploaded onto the National Social Register. 13 1.66 million beneficiaries in year 1 Program provides micro lending for those at the bottom of the financial pyramid It ensures access to financial services for small and medium scale enterprises The program targets four particular segments: Traders, market women and women cooperatives; Artisans and MSMEs; Enterprising clusters/youths; Farmers and Agricultural worker Description/Objective: Market Moni (GEEP) 1.66 million beneficiaries in year 1 Comprising: 1 million traders, women cooperatives and market women; 200,000 MSMEs; 260,000 enterprising youth; 200,000 farmers and agricultural workers All States are eligible, aggregating from all 774 LGAs Target
14 Loan value ranging from N10,000 to N100,000 5% administrative fee 3-6 month loan tenure Daily or weekly payments after a 2 week moratorium period Loan Details To be eligible for GEEP all associations must be registered either at the LG, State or CAC level A BVN is also required All eligible beneficiaries must be members of associations and cooperatives that fall under the four segments. However, loans shall not be disbursed to the associations but to individuals directly (endorsed by the group leadership) Eligible beneficiaries must also have an identifiable business location Beneficiaries are required to payback, otherwise bad loan performance is placed permanently on the persons BVN Eligibility
15 Unique Identification via BVN and Biometrics BOI will carry out a validation of the nominated groups. Validated associations will then be given a login to enter information on its members who should receive a GEEP loan. This list will be vetted by the State. 16 Social Investments, OVPEngaging CSOs Engaged CSOs are to produce quarterly reports (three months) for a one year period that convey the extent of compliance to the implementation strategies of each of the programs To be engaged, the selected CSO must meet the following requirements: Must be registered in Nigeria to conduct consultancy services; Must demonstrate the capacity to deploy the requisite number of highly skilled monitors to the field simultaneously; Must have experience working in the field of development and financial management and systems for minimum of five years (or a consortium that meets the criteria); Most have a minimum of five years experience in monitoring development projects. The assignment is to last for period of two years (8 cycles of 3 months each, subject to satisfactory performance). A transparent process of procurement will be adopted to select CSOs for engagement. The ToR for engaging CSOs for the various clusters is being developed and will be issued to all pre-qualified CSOs for response.
