There is a need to get a broader understanding of history, processes and base standards of IHE There is a need to support organizations in researching and selecting appropriate IHE specifications for implementing given workflows There is a need to estimate the applicability of IHE TFs to given interoperability problems There is a need to give a better understanding how to do the planning of policies and strategies according to the yearly cycle of IHE for an organization Who knows what!!?? 6 ICP – Foundation: Content, examA list of open questions informative, for candidates to prepare for the exam, e.g. part of a study guide Public For example: What is interoperability? Semantic interoperability? What activities do we need to reach it? Is this a technical exercise alone? What is IHE? Who is active in IHE, which basic types of members do you know and what do they contribute? How does IHE does the job? Is there a yearly rhythm, what happens when? Which domains exist in IHE? How do you find your way in the IHE document base? What do you read first? Where is the technical detail? A list of multiple / singe choice questions To be used for the exam Secret (until we have > 5000 questions and can select randomly) Development will be based on global standards / best practices For example Several clinical IT systems are syntactically interoperable but not semantic interoperable. Which service can not be offered? Which answer best describes the IHE profile development process? In which document (final text) of the IHE TF the architectural elements of radiology information systems are described so that users will be able to discuss it? 7 ICP – Based on the IHE Conformity Assessment Scheme (CAS) conceptClear defined processes based on international standards and experience ISO/IEC 17024: “Conformity assessment -- General requirements for bodies operating certification of persons“ “ISO/IEC 17024:2012 contains principles and requirements for a body certifying persons against specific requirements, and includes the development and maintenance of a certification scheme for persons.” One document on “Process and Business Model”, similar to CAS-1 Process, structure, … Other documents on “Content” (Skills, learning goals, assessment, …), similar to CAS-2

9 ICP: Business Model Payment ModelAll exam providers must pay a license fee to IHE Fixed amount of 60 US$ per person who sat the exam; amount to be transferred from EP to IHE Total fee charged to candidate: 200$ ?? A range may be defined by IHE for the fee to allow for regional differences, so that this is reasonable for candidates. Expected 250 candidates per year in Europe, on the long term: Income of US$ for IHE Europe / IHE International to cover expenses of the program

17 Exclusivity IHE intends to follow the principles of openness and transparency in all its processes IHE intends that once the pilot is complete qualified exam providers and training providers will be authorized based on qualification and market saturation. Any qualified training provider can apply once the program has launched

18 ICP – Foundation: Business Outcome ITarget audience/prerequisite skills for a ICP Foundation A person with a health IT background with a requirement to use IHEs products, either someone (contracted) to work for a healthcare provider organization, or someone employed by a software development company. A competent ICP Foundation will be able to apply the IHE methodology (ISO/TR 28380) develop interoperability specifications for an existing healthcare environment identify and use the appropriate existing IHE profiles when faced with a healthcare interoperability project.

24 ICP: Building the schemeWork to do for nominated EPs: Nominated EPs agree to work on the scheme from the very beginning EPs agree to develop all necessary processes together with IHE EPs give a clear commitment to support the IHE Certified Professional scheme EPs agree to provide sufficient workforce in the development and ramp up phases over the next seven years Based on selected business model

25 ICP: Building the structureAssessment and Nomination of EPs by IHE (Educational Workgroup, GDC, board…) : selecting and recruiting Exam Providers to get things moving Basis is ISO (standard for personnel certification) Exam Providers shall /should (?) be certified according to international standards (ISO 9001 certification, ISO audit) IHE shall / should (?) have experience in the field of certification (at least 6 years on the certification market) IHE nominates exactly one exam provider per region (North America, South America, Africa, Asia, EMEA, Oceania) The initial exam providers get a term of 7 years after nomination to co-develop the market and processes of the ICP scheme together with IHE To be finalized

28 ICP and Intellectual Property (IP)Why no open source when it comes to exams? Open source in case of exam questions would create a need for thousands of exam questions otherwise it would be easy to download exam questions and to learn their answers (question of quality) No need to pay a fee to IHE

29 ICP: Certified / Accredited EPsNomination Process: Granting the certificate / Accreditation to the EP As soon as we have the “ICP Scheme”: As soon as EPs can prove that they are conformant: Assessment / Audits of EPs who meet all standards and requirement of the ICP Scheme Similar to “Accredited Testing Labs” in CAS IHE will provide a certificate to the exam provider (Accreditation, certification, …)
