6 Starting point There has been much effort and some success!Acknowledgment that we do need to do things differently - rough sleeping increasing - what are we missing? Lots of data about people and rough sleeping trends already via CHAIN Tackling rough sleeping in Westminster needs London-wide support and beyond Galvanise new energy and urgency about tackling rough sleeping Right time and willingness to try something new
7 Westminster Context 2857 people were found sleeping rough in Westminster during 2015/16 63% non UK nationals. (57% are EEA. 6% are from the rest of the world.)
8 Challenges How transferable is the US campaign/assessment tool in a London or European context? London feels different - already have robust data collection method in place Agreeing the purpose and focusing on the ambition Supply of housing fundamental stumbling block / Housing First has not been fully adopted as a way forward Complexity of working across 33 London boroughs Multiple stakeholders involved Questioning how do people with no recourse to public funds fit into recommendations UK's EU Referendum
9 Impact The campaign approach has succeeded in its aims of putting current ways of working under the spotlight Cemented a partnership of commissioned and non-commissioned agencies that are committed to creating change. Multiple stakeholders involved increased the challenge but also the chance of success Reinforced power & value of community involvement and that it brings a fresh perspective. Agreement that engaging the wider community and unusual suspects is missing in our current approach Efforts to rehouse the most vulnerable need to be redoubled - Pilot a fresh way of working with an agreed number of people - tear up the current manual and rule book The survey tool did not produce revelatory findings but highlighted the need for revision of current data collection and it's use Next step- the development a route map for wider systems change in Westminster that will utilise the learning
