2 Summary of Response: Agriculture budgetImprove irrigation facilities, more particularly mega-lift irrigation facilities Increase cold storage facilities in border districts More emphasis on the production of Potato & Onion Provide financial assistance to the farmers for purchasing of pump sets Minimum procurement Prices to be raised Ensure easy access for farmers bank loans crop insurance for all farmers fertilizers, pesticides, equipment etc., at subsidized rate Set up an agri-venture capital fund to promote start-ups by students of the state. Subsidies should be directly transferred to the farmers Budget allocation for use of waste water in farming land Rivers are to be interlinked Facilities like bank loan, product marketing should be provided to fishery and broiler farmers. More emphasis on poultry and animal husbandry sector Integrated farming practices and Drip irrigation facilities Low cost Credit , more irrigation facility

4 Summary of Response: Infrastructure SectorPromotion of Smart Energy meters by providing special rebate to its users More Focus on Renewable Energy ( Solar and Wind) and dependency on Coal to be brought down Integrated Cultural Complexes (housing Auditorium, Art Galleries, common facility centers, design labs, work sheds, accommodation facilities etc.) should be created at major tourist destinations. Compulsory water harvesting and conservation of ground water level in urban areas Start online application system for old age pension and provide facility to submit it in Janaseba Kendras instead of panchayat office. Underground Wiring More Focus on Renewable Energy ( Solar and Wind) and dependency on Coal to be brought down Need to Invest in project planning & monitoring. Consider hiring consultants to create a system of urban planning Revival rural hospitals by signing bonds with doctors studying from state colleges to work there for a set period of time

5 Social Services SectorTo abolish the system of Block Grant and fund should be sanctioned for Grant in Aid to both Teaching and Non-Teaching staff of Colleges and Schools. A committee consisting of high to grassroots level people may be formed to review the implementation of schemes. Appointment of dedicated spoken English teachers in all Odia medium high schools who can train the students from standard 6th onwards. There is an urgent need to fill up all the teachers post in all primary schools. Primary education, being a merit good has much more social benefit. Start online application system for old age pension and provide facility to submit it in Janaseba Kendras instead of panchayat office. Introduce a Decent Last Rite Scheme for Martyrs

6 Economic Services SectorIncrease forest coverage and reduce wastelands. Declare more regions as reserved forest. Agro-forestry may be introduced in the state. Creation of SEZ, Cold Storage, Land Banks, Market hub for rural products, Revival of OTM at Choudwar. A science city may be founded in the state like Gujarat Science city. To develop an app of all our tourist places To start construction of a new tourist place (like statue of unity of Gujarat) A celebrity should be approached to promote Odisha's tourism in the lines of Gujarat. To promote Eco Tourism Need to promote handloom, textile and handicraft products outside the state Each cell of the planning department should be equipped with IT skill where major development programs can be monitored & evaluated.

7 General Services SectorImplementation of Gender Responsive Budgeting For our youths specially engineers there should be a separate career development Govt should provide special attention to youth Clearing all the criminal cases as early as possible as it reflects the efficiency of investigation abilities of Odisha. RTI facility though internet. Appointment of more judges, opening of more courts, giving more incentives to lawyers

8 Revenue To Ensure registration of all casual dealers and tapping of unregistered dealers Strict action against tax defaulters Higher Tax rate (VAT) on alcohol rather than increasing VAT on petroleum products. More Professions should be brought under Professional Tax 100% Excise Rate on Liquor Take environmental control measures by increasing tax on polluting vehicles, fee for violating traffic rules and properly maintain roads. Green Tax should be levied on vehicles more than 20 years old as those vehicles create more pollution. Increase entry fee at tourist places and temples and the revenue will be utilized to develop other tourist attractions in the state. Water Charges to be collected at the regular interval Benchmark Valuation of Land needs to be made in scientific manner considering the location of land and periodic revisit of the valuation Electronic mode of receipt of Land Revenue receipts should be facilitated through iFMS to ensure hassle free payment by tax payers. The upper ceiling for Electricity Duty should be enhanced substantially or the ceiling should altogether be removed

9 Others Substantially reduce Project cost by deploying Project Management Technology through timely completion of projects. Implementing the Management Information System (MIS) at three medical colleges of Odisha to deliver quality health services to people Creation of more number parking places in Bhubaneswar, Puri and other places . Impose more tax on tobacco and alcohol products. Focus should be on agriculture and IT as these are the major occupational sources Social security schemes for Soldiers & ex- servicemen Buildup public toilets in cities at every 200 meters. Creating awareness among the farmers regarding the benefit of Organic farming and emphasize on the road connectivity in rural areas An effective and result oriented Employment Portal should be initiated by Odisha Government which will be able to provide employment to all. The State Govt. should open Agriculture land bank Establishment of Trade Centre, even Small states like Kerala have Trade centers. This will also generate revenue for the state.
