14 The Technical Manual Initiated and developed by the Marine Steering Committee; Approved by the ENOC CEO; Established in 2004 as GEHS/GL/023 “Standard ENOC Group Standard EHS requirements for Marine Tanker Vessels 4th Revision GEHS/M/09 ( current). “Establishes the minimum standards for various types of vessels calling at ENOC Group SBU operated terminals / facilities which will improve and standardise the communication process between the vessels’ Operators / Ship Managers and both, ENOC SBU and customers’ charter parties”.

30 What is Vetting? Risk Management Tool;Not to be confused with SIRE Inspections; Vetting is done each and every time a vessel gets nominated; ENOC Marine Vetting is an internal process and never gets communicated to the operators of vessels vetted; ENOC does not provide blanket approvals.

Risk profiling of vetted vessel through evaluation of: HVPQ and Q88 (current version); Information about the vessel in ENOC and International Databases for its past performances, including terminal inspections and terminal feedback; SIRE reports; Officers matrix; Casualty history; Port State Control (PSC) inspections; Classification Society records; Vessel’s operator / manager history of all vessels in its managed fleet; Tanker Management and Self Assessment (TMSA). 35 ENOC Terminal InspectionsVetting Decision ACCEPTED CONDITIONALLY (rarely MORE INFORMATION REQUIRED); Vessels shall be notified; Operators shall update HVPQ of the vessel; Daylight hours; Checklist based on the SIRE model (VIQ); Inspectors notify verbally the master about the observations; Report is sent to operators from ENOC Marine EHS; Operators shall respond in 10 working days; CPA and RCA shall be provided. In cases where such an inspection was cancelled by the operator just before, or on arrival to the terminal, and without a credible and valid reason, that vessel may be banned for up to 12 months from calling at any ENOC / HTL terminal

38 ETFS Principals High Risk Observations: Vessel falls under the ENOC Rejection Criteria or as applicable. Operators are asked immediately; Medium Risk Observations: Vessel’s operators are not initially asked. In case of repetition, however, they are addressed and vessel gets on technical hold (under the ENOC Rejection Criteria or as applicable); Low Risk Observations: Vessel’s operators are not initially asked. In case of the second repetition (3rd time that the same observation gets noted) however, they are addressed and vessel gets on technical hold (under the ENOC Rejection Criteria or as applicable).
