5 Best Practice Best practice in target setting indicates that schools which set goals for each individual pupil in each year group from Foundation Phase through to Key Stage 2 are those most likely to be ambitious and successful in maximising outcomes for all children. The target should represent a realistic level of challenge for the individual pupil If targets are to contribute to raising standards, they must also be: achievable, focused on the school’s key priorities, and set in the context of a plan for action by which they will be achieved: the school’s development plan.

9 Step 1: The SIMS Process Reviewing and entering pupil targets in SIMSCreate the EAS Target Submission marksheets from the Templates in SIMS. Summer term - assign the year group below to the mark sheet (e.g. assign current Year 5 pupils to the Year 6 Target Submission mark sheet). Autumn term - assign the correct year group (e.g. assign Year 6 pupils to the Year 6 Target Submission mark sheet). Add the 8 pupil identifiers specified in the guidance (e.g. DOB, Gender, FSM etc.) These need to be added to every EAS Target Submission marksheet.

10 Step 1: The SIMS Process Sample SIMS EAS Target Submission MarksheetOn all marksheets, the white columns are for data entry, the grey columns are read only and the columns where a ¦ appears at the top of the column, denotes that the column contains a formula. The pupil targets set the year previous, will appear in the grey (read only) column preceding the white (data entry) column.

11 Step 1: The SIMS Process Reviewing and entering pupil targets in SIMSEnter individual pupil end of phase/stage targets into the EAS Target Submission mark sheets within SIMS. The mark sheets will already contain the targets set last year for pupils in years 4, 5, 6, 8, 9(KS3), 10, and 11. These can be copied and pasted into the columns for the current year and revised as required. Don’t forget to press Calculate to ensure that English/Cymraeg, FPI, CSI, L2 inc etc. are automatically calculated from the separate subject component targets, and then press Save. Remember to Calculate and Save, every time you make changes to targets.

12 Step 1: The SIMS Process Exporting pupil targetsWithin the EAS Target Submission mark sheet for each year group, click on the down arrow alongside the Export button displayed at the top of the screen. Export the marksheet, as formatted. Save each mark sheet to a secure area on your computer. Do not delete or move any rows or columns from the exported mark sheets, unless deleting a whole row for a pupil who is eligible for NEWBES status.

13 EASi EASi has been designed by the EAS to make target setting more transparent for schools and to ensure data is accurate for the Learning Intelligence Team to process. EASi has been in development since June 2016, the official launch for the system is September This will replace the existing target setting spreadsheets. Based on previous years feedback we have produced a number of small training guides as opposed to one large manual. These training guides are split into Primary and Secondary and will include SIMS guidance – Step 1, target setting guidance - Step 2, local and attendance targets - Step 3, progress to target guidance - Step 4. Local and attendance targets will remain the same as previous years and can be submitted via or School Secure to the Learning Intelligence Team. The school will still need to use SIMS as their main input of pupil targets, these will need to be exported by NC Year and saved somewhere safe on your IT network (the same as in previous years). The difference is they will then need to be imported into EASi, rather than copying and pasting them into Excel spreadsheets Local and attendance targets do not contain any sensitive data so they do not have to be uploaded to school secure they can be sent via .

16 Your username: To login to EASi you will need to be set up with a username and password by the Learning Intelligence Team. Your username will always start with eas. followed by 7 digits. The first 3 digits of your username will be your local authority number: 676 Caerphilly 677 Blaenau Gwent 678 Torfaen 679 Monmouthshire 680 Newport The remaining 4 digits will be your individual school number. There is only one login per school. If you would like to enter the system in English please select the Login page, if you would like to enter the system in Cymraeg please select Mewngofnodi. As there is only one login per school, we recommend nominating a member of staff to be responsible for submitting the targets to the EAS. For example through schools, you will be able to login with multiple users at the same time however someone will need to ensure all mandatory years are uploaded and validated before submitting to the EAS.

17 Your password If you are logging in for the first time your password will default to Education1! we strongly recommend you change this the first time you login to your EASi account. Please note your password must be a minimum of nine characters and include at least one capital letter, and a number and symbol. To do this please select the ‘Administration’ tab at the top of the menu bar, then select ‘change password’ from the drop-down menu. Once you have entered your current and new password accordingly you should click ‘OK’. The system will advise you if the new password has been saved successfully.

18 Your password If you have previously logged in and changed your password but you can’t remember what the password was changed to, please click the forgot your password? link on the front page. This will ask you to enter your username (eas.LA number and school number), then an will then be sent to the address we have on file for the school with instructions on how to reset your password. If you need to change the address EASi has stored for the school, please

21 Uploading your targetsOnce you have successfully logged into the system you will be able to see the following screen: For target setting purposes if a pupil is on roll at your school from the 4th September, you will need to include them in your school targets. You will need to complete the target setting details within SIMS before you can upload them into EASi. You will need to export the files from SIMS (save them to your network/computer) you will then be able to upload the files to EASi (please follow the SIMS guidance for further information on this).

22 Uploading your targetsTo upload your targets you will need to select the Target tab on the top left hand side, and click upload targets from the drop down menu. Once you have done this you will be able to see the following screen:

24 Uploading your targetsYou will then need to select the Choose File button for each year and find the relevant SIMs exports on your computer. Once you have chosen the files for each year you will need to select the Upload button. You will only need to select the Upload button once. You can upload year by year but we advise to upload multiple years at once to save time and to ensure all mandatory years are submitted to the EAS. However, if you decide to upload year by year, you should not submit to the EAS until all the mandatory years have been uploaded to EASi. The mandatory years are FP Year 2, KS2 Years 4,5,6, KS3 Years 7,8,9, KS4 Years 9,10,11 Please note for target setting purposes if a pupil is on roll at your school on the 4th September, you will need to include them in your school targets.

25 Uploading your targetsPlease note all files should be uploaded to EASi in an XML format. SIMS defaults to this format, if for some reason it hasn’t been saved in this format you will need to go into the excel template and following these steps: File – Save as – browse (this is where your file will be saved) – and select save as type (at the bottom of the page) to XML Spreadsheet 2003 and select save.

26 Uploading your targetsOnce you have selected the upload button the page will change to show the files are processing, you will need to click Refresh after a minute to ensure the page is updated. This page does not automatically update. You might click on the refresh button a few times before the files have finished processing, especially for secondary schools with a larger cohort. There is no limit on the number of times you select refresh.

27 Uploading your targetsOnce you have clicked the Refresh button and the targets have finished uploading you will be taken to another screen. Please note if you select the Refresh button and nothing seems to happen, you may need to wait a little longer, and click Refresh again as this implies the files have not yet finished processing.

28 Uploading your targetsIf you have accidently uploaded the wrong file you can either reselect another file by selecting the Choose File option again, or you can simply delete the file.

29 Uploading your targetsOnce your files have finished processing you will need to check whether EASi has identified any storage failures, errors or queries. To view this in more detail you will need to select details (as above) and then view failures.

31 Uploading your targetsThe top screen is the first screen you will see after selecting details, within this screen it will advise you if there are any storage failures, errors or queries. Next to each SF/error/query there will be an option for you to view the failures in more details via the ‘view failures’ link as above. Once you have selected to view failures in more detail a box will appear underneath advising you what year and key stage the error relates to. There is also a section for key fields which will identify where the issue is, for example, if its relating to a particular pupil it will give you the UPN the error relates to. This box will provide you with more information to identify the error. All SF and errors need to be resolved via updating your SIMS marksheet, exporting again and uploading to EASi again. Queries can be simply answered by the school (as in screen shot above).

32 Uploading your targetsWithin EASi there are two types of errors, Storage failures – this implies there is an issue with the file you have uploaded Errors – this implies something is missing or incorrect within the file you have uploaded All storage failures and errors need to be rectified before moving forward. We recommend correcting these errors first before answering any queries. When you reupload a file it could override any school comments you have previously written for queries. Within EASi you may come across queries, You may also see a query these are designed to highlight any potential errors to you, all queries need to be answered before proceeding. You will be unable to view your amalgamated targets, view your reports or submit your targets to the EAS until this has been actioned. A full description of each storage failure, error or query is listed with the guidance. Please note queries might state the obvious (no resource base) so you simply just need to enter a comment saying ‘correct’.

34 Quality checking your targetsBefore you submit to the EAS you will need to quality check your targets. To do this you will need to select Targets on the top left hand side and select manage targets from the drop down menu. This will enable you to view your aggregated targets for each year group, each with a separate tab. You will also have the option at this stage to override your school target should you wish to do so.

35 Quality checking your targetsThe boxes in yellow are the school level targets that you can override if needed. This data has been aggregated from your uploaded file from SIMS. If you make any amendments you will need to save each year separately, by selecting another year group you are navigating away from the current page and this does not save automatically.

36 Quality checking your targetsIf you would like to amend your overall school targets you can change the figures within the yellow boxes. Please note there are validation checks in place to ensure you do not enter a value higher than your cohort. You will need to save each year group separately should you wish to change any of the school level targets. There is a 40-minute time out session, please be aware of this when amending your school level targets, we recommend you save the page frequently. When amending school level targets, you will need to consider changes that could affect all the calculated fields, e.g. FPI, CSI, Reading, Writing, Maths combinations and Level 2 inclusive And the +1 calculated fields

38 Quality checking your targetsTo view your target setting reports you will need to select Reports at the top of the screen. You will have the option to generate two reports based on the target setting data you have uploaded. You simply select the report you wish to view, select the preferred language and click generate report. As part of the quality checking process you will be able to view reports for your targets within EASi.

39 Quality checking your targetsThe sign off report is a summary of your targets, once your targets have been finalised these will need to printed and signed by the Headteacher and Chair and then manually returned to the EAS. This report includes the expected level and expected level +1 data. Or scanned and ed to Learning Intelligence

40 Quality checking your targetsTarget setting analysis report As an infants school you will be able to see a report for Yr2 only As a juniors school you will be able to see a report for Yr6 only As a primary school you will be able to see a report for Yr2 and Yr6 As a secondary school you will be able to see a report for Y9 KS3 only As a through school you will be able to see a report for Yr2, Yr6 and Yr9 At present there is no report for KS4 due to changes within subjects not making each year comparable

41 Quality checking your targetsThe target setting analysis report within EASi is similar to the old target analysis you used to receive. You can save these reports to your computer should you wish to do so. The target setting analysis report looks at the expected level and expected level +1.

42 Quality checking your targetsWithin the report there are two separate tabs at the bottom of the excel document, FSM Benchmarks and Results and targets.

43 Quality checking your targetsIf you are unable to view your amalgamated targets and your school reports are blank, your will need to ensure all storage failures, errors and queries have been dealt with. Until these have been resolved you will not be able to continue and see all the data.

45 Submitting targets to the EASIn order to submit your targets to the EAS you will need to ensure you have completed the following: Uploaded all mandatory years Rectified any storage failures and errors Answered all queries Checked you are happy with the aggregated targets for each year Reviewed your target setting analysis report To submit your targets, you will need to select the Target tab on the top left of the menu bar and select Manage targets from the drop-down menu. If you would like to submit to the EAS, simply select the Submit to EAS button. Please note when you select Submit to EAS you are submitting all years. You cannot submit targets year by year

48 Submitted targets – what happens nextOnce you have submitted your targets to the EAS the first step is for the Learning Intelligence Team to review your targets. If the Learning Intelligence Team reject your targets, they will be returned to you via EASi and you will be notifed by or phone. You will also know if the targets have been returned as the Submit to EAS button will reappear. Before the Learning Intelligence Team officially accept your targets there will be an option for you to recall your targets should you want to make any changes. There will be certain checks in place before the LI team accept your targets. At this point if you still need to recall your targets you will need to contact the learning Intelligence team so they can return the targets to you. We will be trying to avoid sending back targets to schools once CA’s have accepted them.

49 Submitted targets – what happens nextIf the school targets have been accepted by the Learning Intelligence Team the recall button will be removed and they will be passed onto your Challenge Adviser to review.

50 Submitted targets – what happens nextIf your Challenge Adviser accepts your targets there will be no further action to take place within EASi (subject to LA approval). If the Challenge Advisor rejects your targets there will be a comment within EASi and the file will be returned to you. There will also be discussions outside of EASi if the CA rejects the schools targets. Once your targets have been updated, you will need to follow the process again for submitting your targets to the EAS.

53 Submitting progress to targetsOnce you have logged into EASi you will need to select Progress and Manage progress from the drop down menu.

54 Submitting progress to targetsYou will be able to view the end of Key Stage years via the tabs (see screen shot below): If required, you will be able to change the figures in the yellow boxes for all cohorts and subjects. If there are no changes to your original targets all you need to do is select Submit to EAS.

55 Submitting progress to targetsThere is also a section for you the school to enter any comments regarding progress to targets. If you change any target figures within your progress a comment from the school will be mandatory and you will not be able to submit to the EAS until this has been completed. Once you have submitted your progress to targets to the EAS they will be reviewed and the yellow edit boxes will no longer be available for you to edit.

57 Recalling your progress towards targetsUntil the EAS have accepted your progress to targets there will be an option for you to recall your targets should you wish to make any late changes.

58 Recalling your progress towards targetsIf at any point there is a problem with your progress to targets, the EAS will contact the school before returning the progress to targets via EASi. If your targets are returned you will need to make the necessary amendments and resubmit to the EAS again. This process is the same for each progress to targets collection.

62 Things to be aware of when submitting your progress to targetsYou will be submitting multiple years at once You will not be able to submit progress to targets until the LI team have enabled the collection There are validation checks in place to ensure the number of pupils achieving does not exceed the cohort value If you are updating your school progress to target figures, please be aware there is an automatic time out of the system after 40 minutes, we strongly recommend saving the page as often as you can For example primary schools, the key years for progress are Yr2 and Yr6 and for secondary schools its Yr9 and Yr11. However the autumn term doesn’t require yr2 progress, so you will not need to amend any of this data even though its being submitted to the EAS. The EAS will not be analysing any of this data. The same thing applies for the summer progress for KS4 year 11, you will technically be submitting KS3 Yr9 also but this does not need to be amended and the EAS will not be analysing this data.
