2 Quienes somos? La Asociación Nacional de Productores de Autobuses, Camiones y Tractocamiones, A.C., desde 1992 representa a los fabricantes de vehículos pesados (más de 6.3 toneladas) y motores a diesel, procura el desarrollo de la Industria del Autotransporte en México. MISIÓN ANPACT es un actor eficaz de representación y factor clave en la armonización, promoción y ejecución de las estrategias para el desarrollo de la industria.

3 Antecedentes La edad promedio del parque vehicular en México es de 18.01 años, mientras que la edad para unidades ilegales es de 18.03 años. (fuente: REPUVE) El reporte del REPUVE indica que, al 2011, existían en México 23 millones 4 mil 253 vehículos, de los cuales, el 53.88 por ciento lo conforman los automóviles, el 44.97 por ciento los camiones, y el resto los tractocamiones y los autobuses integrales.

Sec. 571.121 Standard No. 121; Air brake systems. S1. Scope. This standard establishes performance and equipment requirements for braking systems on vehicles equipped with air brake systems. S2. Purpose. The purpose of this standard is to insure safe braking performance under normal and emergency conditions. S3. Application. This standard applies to trucks, buses, and trailers equipped with air brake systems. ECE R 13 – 10 SCOPE 1.1. This Regulation applies to vehicles of categories M2, M3, N and O (1) with regard to braking (2). 1.2. This Regulation does not cover: 1.2.1. Vehicles with a design speed not exceeding 25 km/h; 1.2.2. Trailers which may not be coupled to power-driven vehicles with a design speed exceeding 25 km/h; 1.2.3. Vehicles fitted for invalid drivers; 1.3. S1. Scope. This standard establishes requirements for devices, without self-contained energy sources, that are designed to be carried in motor vehicles and used to warn approaching traffic of the presence of a stopped vehicle, except for devices designed to be permanently affixed to the vehicle. S2. Purpose. The purpose of this standard is to reduce deaths and injuries due to rear end collisions between moving traffic and disabled vehicles. ECE 27 SCOPE This Regulation applies to certain advance-warning devices intended to be on board vehicles and to be placed on the carriageway in order to signal, by day and at night, the presence of a halted vehicle. Scope. This standard specifies performance requirements for location, identification, color, and illumination of motor vehicle controls, telltales and indicators. Purpose. The purpose of this standard is to ensure the accessibility, visibility and recognition of motor vehicle controls, telltales and indicators, and to facilitate the proper selection of controls under daylight and nighttime conditions, in order to reduce the safety hazards caused by the diversion of the driver's attention from the driving task, and by mistakes in selecting controls. Application. This standard applies to passenger cars, multipurpose passenger vehicles, trucks, and buses. The purpose of this standard is to reduce traffic accidents and deaths and injuries resulting from traffic accidents, by providing adequate illumination of the roadway, and by enhancing the conspicuity of motor vehicles on the public roads so that their presence is perceived and their signals understood, both in daylight and in darkness or other conditions of reduced visibility. ECE. 112-00 A. ADMINISTRATIVE PROVISIONS 0. SCOPE (1) This Regulation applies to headlamps for vehicles of Categories L, M, N and T (2). Purpose and scope. This standard specifies requirements for seat belt assemblies. Application. This standard applies to seat belt assemblies for use in passenger cars, multipurpose passenger vehicles, trucks, and buses. ECE 14, 16, 17 1. SCOPE This Regulation applies to: 1.1. Vehicles of Category M, N, O, L2, L4, L5, L6, L7 and T (1), with regard to the installation of safety-belts and restraint systems which are intended for separate use, i.e. as individual fittings, by persons of adult build occupying forward or rearward- facing seats; 1.2. Safety-belts and restraint systems which are intended for separate use, i.e. as individual fittings, by persons of adult build occupying forward or rearward-facing seats, and are designed for installation in vehicles of Category M, N, O, L2, L4, L5, L6, L7 and T (1). 1.3. Vehicles of Category M1 and N1 (1) with regard to the installation of child restraint systems and ISOFIX child restraint systems. 1.4. Vehicles of Categories M1 with regard to safety belt reminder (2). 1.5. At the request of the manufacturer, it also applies to the installation of child restraint systems and ISOFIX child restraint systems designated for installation in vehicles of Categories M2 and M3 (1 Cinturones de seguridad. This standard applies to passenger cars, multipurpose passenger vehicles, trucks, and buses. 78/317/EEC SCOPE 1.1. This Directive applies to the 180° forward field of vision of the drivers of vehicles in Category M1. 1.1.1. Its purpose is to ensure good visibility under certain conditions by specifying the requirements for defrosting and demisting systems for the windscreens of Category M1 vehicles. 1.2. The requirements of this Directive are so worded as to apply to Category M1 vehicles in which the driver is on the left. In Category M1 vehicles in which the driver is on the right, these requirements shall be applied by inverting the criteria where appropriate. Scope. This standard specifies requirements for windshield wiping and washing systems. Application. This standard applies to passenger cars, multipurpose passenger vehicles, trucks, and buses. 78/318/EEC 1. SCOPE 1.1. This Directive applies to the 180° forward field of vision of the drivers of vehicles in Category M1. 1.1.1. Its purpose is to ensure good visibility under adverse weather conditions by specifying the requirements for the windscreen-wiper and windscreen-washer systems of Category M1 vehicles. 1.1.2. The requirements of this Directive are so worded as to apply to Category M1 vehicles which the driver is on the left. In Category M1 vehicles in which the driver is on the right, these requirements shall be applied by reversing the criteria where appropriate. 5.- Otros sistemas de seguridad

Sec. 571.301 Standard No. 301; Fuel system integrity. Scope. This standard specifies requirements for the integrity of motor vehicle fuel systems. Purpose. The purpose of this standard is to reduce deaths and injuries occurring from fires that result from fuel spillage during and after motor vehicle crashes, and resulting from ingestion of fuels during siphoning. Application. This standard applies to passenger cars, and to multipurpose passenger vehicles, trucks and buses that have a GVWR of 4,536 kg or less and use fuel with a boiling point above 0 [deg]C, and to school buses that have a GVWR greater than 4,536 kg and use fuel with a boiling point above 0 [deg]C. The purpose of this standard is to ensure safe braking performance under normal and emergency driving conditions. Application. This standard applies to passenger cars manufactured on or after September 1, 2000 and to multi-purpose passenger vehicles, trucks and buses with a gross vehicle ECE. 81 1. SCOPE This Regulation applies: 1.1. To rear-view mirrors intended to be installed on vehicles of Category L (1) without bodywork partly or wholly enclosing the driver and 1.2.
