5 SCHOOL LEAGUE REGISTRATIONS The latest update is that 1164 schools are registered as at 26 May 2014. Registrations include schools in all 8 education districts i.e. Metro Central, East, North, South; and Cape Winelands, Eden/Central Karoo, Overberg and West Coast. The total of 1164 schools registered is the verified total as per registrations. The total number of public schools in the province at present is approximately 1450. (To be confirmed with the WCED) Many more schools are however actively involved in School Sport without formally registering. We are awaiting additional registrations. This is a challenge which we are pro-actively addressing by liaising directly with the various School Sport code specific structures, WCED School Enrichment Coordinators and relevant federations in order to get additional information and then to verify additional totals.

6 INTRA-SCHOOL AND INTER-SCHOOL LEAGUES This remains the responsibility of the Department of Basic Education (DBE) and hence the Western Cape Education Department (WCED). In our capacity as a provincial Department of Sport and Recreation, DCAS is however assisting to ensure that schools participate in inter-school leagues. This is done through our regular interaction with codes, as well as the financial support which is rendered by DCAS. DCAS is also represented on the Joint Provincial Task Team (JPTT), which helps to oversee the implementation of School Sport in the province. We also consult and liaise extensively with the Western Cape Provincial Sport Confederation, in their role as the custodian of all sport in the province. The JPTT has met twice thus far in the 2014/15 financial year. It was also agreed to by the JPTT that in order for a learner or school to qualify to participate in the SA National Schools Championship, they have to qualify via playing in the leagues at circuit and district level. This is to ensure that intra-school and inter-school sport is further promoted.

7 SPORT FOCUS SCHOOLS SRSA has identified two (2) Sport Focus Schools in the Western Cape Province which has been endorsed by the JPTT. They are the Western Cape Sport School (Metro East District) and George High School (Eden District). These two schools have been identified to cater for learners who qualify for Ministerial Bursaries provided for by SRSA. DCAS also coordinates its existing sport programme at the Western Cape Sport School. The codes which will be supported by SRSA and DCAS at these two schools are currently being finalized. It is planned that by 2015/16, a Sport Focus School be established in each Municipal District ( Cape Metro, West Coast, Central Karoo, Eden, Overberg, and Cape Winelands).

8 CODE COMMITTEES AND STRUCTURES Of the 16 code specific provincial structures, there are currently 13 in place; Ongoing discussions are taking place with relevant officials in order to facilitate the formation of the other three (3) structures. DCAS met with all the provincial School Sport code specific structures in 2013, in preparation for the 2013 edition of the SA National Schools Championship (SANSC) which took place in Bloemfontein, in December 2013. DCAS has been mandated by SRSA to work with code specific structures. Some of the codes have interim structures in place. Discussions are in place to ensure that elections take place. The same applies to the district code specific structures. The WCED has been mandated by the Department of Basic Education (DBE) to oversee these processes. Regular meetings and consultations are held with the Western Cape Provincial Sport Confederation (WCPSC ) in their role as the custodian of all sport in the Western Cape, so as for them to help facilitate and oversee this process. A number of further meetings are scheduled with all 16 priority codes to ensure compliance and especially the alignment to the National Sport and Recreation Plan (NSRP). In preparation for the 2014 edition of the SANSC, two (2) meetings have already been held with codes. A third meeting is scheduled for 29 May 2014.

9 DEMARCATED DISTRICTS As per our mandate from SRSA, DCAS remains committed to support the establishment of School Sport code specific structures in the six (6) municipal districts, namely Metro, West Coast, Cape Winelands, Central Karoo, Eden & Overberg. The WCED is mandated to work in the eight (8) education districts. Through the JPTT, alignment to the respective districts have been endorsed. Provincial School Sport code specific structures have been informed that they need to representative of the respective districts.

10 SA National Schools Championship (SANSC) The Western Cape has committed itself to participate at the 2014 edition of the SANSC. The latest update is that the SANSC will take place as from 10-15 December 2014 in Gauteng. Both DCAS/WCED through the JPTT have had meetings to commence preparations for the provincial contingent to participate at the SANSC. The district play-offs will be concluded by the end of July 2014 and the provincial play-offs will be concluded by 13 September 2014. The same codes as in 2013 will participate with the addition of swimming, goalball, as well as Kgati and Kho-kho (Indigenous Games). It has also been indicated that Cross-Country (Athletics) will be included and not Track and Field (Athletics). The provincial colours of Pantone blue/white will be used by all the teams. The management team will be finalized by 19 September 2014 and be submitted to SRSA/DBE. Registrations will be completed by October 2014 as requested by SRSA/DBE. Further updates will be forwarded to SRSA/DBE and all other relevant stakeholders.

11 2014 SA NATIONAL SCHOOLS CHAMPIONSHIP FINANCIAL SUPPORT Each province has been allocated R8 million to cover all the costs as no school, parent or learner is required to contribute any funds. The allocation will cover all costs related to transport, accommodation, catering, all playing attire as well as tracksuits, medical services, provincial play-offs & training and talent identification camps. A pre-championship camp for all the participating codes is also planned. It is envisaged that Team Western Cape will be represented by more than 1000 participants as we were represented by 903 participants in 2013.

12 FUNDING – SUPPORT TO SCHOOL SPORT STRUCTURES DCAS has assisted provincial code specific structures with funding in both the 2012/13 financial year (R50 000 per code) and in the 2013/14 financial year (R70 000 per code). DCAS has been mandated by SRSA to support code specific structures and not multi-coded structures. Ten (10) codes complied and received this funding totaling R120 000 per code, except for athletics who received R400 000. The additional nine (9) codes are baseball, basketball, chess, cricket, football, netball, softball and volleyball. In addition to this, R5 million and R8 million was allocated to support codes to participate respectively at the 2012 and 2013 SA National Schools Championship. These funds were used to cover all the costs with schools, parents and learners not required to contribute any funds. R8 million has again been allocated by SRSA to cover all the costs for the 2014 edition of the SANSC.

13 MOD PROGRAMME It is a programme pioneered by DCAS which has been endorsed by the Western Cape Provincial Government. Various other provincial government departments support the initiative such as Social Development (feeding of learners), Health Department (life skills programmes) & Community Safety (safety of learners). The MOD Programme receives ring-fenced funding from Provincial and National Treasury in order to implement the programme. It is an after-school programme focusing on skills development in all 16 School Sport priority codes as well as in Arts & Culture activities such as dance, music, singing and juggling. Coaches are appointed at all MOD Centres to implement the relevant curriculum. It also focuses on Talent Identification in order to create opportunity and access for all learners at the 181 MOD Centres. Code specific equipment and attire is also provided to MOD Centres and surrounding schools to promote the various codes as well as inter-school sport. 585 schools in the WC received this type of assistance in 2013/14.

14 LINK OF THE MOD PROGRAMME TO SCHOOL SPORT Through the implementation of the MOD Programme, the additional promotion of School Sport has taken place through the skills development programme, which forms the backbone of the after-school programme. This is applicable to all the focus codes implemented in the MOD Programme. Code Curriculum Developers have also been appointed in these codes to co-ordinate the implementation of the coaching curriculum and to link with the respective federations. They are assisted by Code Curriculum Advisers in some of the code-based pilot projects. These Code Curriculum Advisers will co-ordinate inter-school leagues for a cluster of schools (in a specific focus code). A total of 585 schools have also received code specific equipment and/or attire to assist with the promotion of the inter-school leagues. Some schools also received equipment for different codes to promote general/modified sport.
