2 Our mission is to contribute to a well-functioning labour market for jobseekers and for employers.This means helping jobseekers to find suitable jobs and employers to find employees with the skills and experiences they need to prosper. We promote introduction of newly arrived immigrants in the labour market. Together with Försäkringskassan we work with employment rehabilitation for people with disabilities, to ease their way into the job market. Arbetsförmedlingen has 280 local employment offices, organised into 10 market areas spanning across the whole country. Among our 14,000 employees, the list of professions is long: psychologists, system developers, operating technicians, human resources specialists, information officers, business controllers, statisticians, researchers, lawyers, occupational therapists and janitors. And about 11,000 employment officers. Our mission, powers and obligations are decided by the Swedish Parliament and Government.

Many communities around the cities gets obvious advantage of the favorable labor market and have generally a low unemployment. Many commute on daily basis to a job in Stockholm, Göteborg or Malmö. I´t´s a forecast for this year. The West Swedish economy is doing well. This has been clearly demonstrated in a series of reports and, not least given the impression in the Employment Service operational statistics for The statistics give a solid finish to the year and in December the number of the number of registered unemployed in the county is the lowest since in 2008. The fact is that unemployment is falling at a faster rate than in the other metropolitan counties, a trend that has been going on for several months during last year. The explanation is in the strong construction activity and automotive lift that gives an effect, creating many jobs in the private service sector. Young people have for years been described as the big winners in the labor market due to the significant decline in youth unemployment. In fact, many groups have taken note of the good times and, for example, were two of the five who have received work in the county during December were born outside Sweden.

10 Labour market polarizationLabour market polarization with groups of unemployed persons that on average have more difficulty than others in getting a job. They are defined as groups in a vulnerable position in the labour market: Unemployed with only pre-secondary education Unemployed born outside Europe Unemployed aged years Unemployed with a functional impairment involved reduced working ability All persons in these groups do not have difficulty in finding work ‒ there are considerable individual variations. People in the more vulnerable position with more complex problems, how do we work with them? Generally you can say that about 73% of registered jobseekers are in vulnerable position. Our primary mission is to use the tools we have in the form of various efforts to coach them closer to the labor market. Education is an important factor, motivating action and guidance. The number of people from groups who on average have a vulnerable position on the labor market. Unemployed registered with the vulnerable position in the labor market: - Unemployed people with only lower secondary education - Unemployed people born outside Europe - Unemployed people with disabilities that impair capacity to work - Unemployed people in the age between 50-65 Young unemployed We have a very clear task from the politics, its called 90 day-guarantee where we need to capture all the young people registrated and offer them a labourmarket activity within the first 90 days of unemployment. We have a lot of tools to use for young people, depending of their needs. The labor market in Västra Götaland shows no signs of cooling off. On the contrary, job fairs arranged by the Swedish National Employment Service (Arbetsförmedlingen) are still very popular among employers with continuing large recruitment needs. Unemployment is falling rapidly among youths, ages 18-24, in the county and is now at 9.3 percent (11.2% nationally), compared with 10.9 percent a year ago. The labor market in Västra Götaland, as well as the economy in general, is still hot and unemployment was, at the end of February, down to 6.8 percent, which is the fourth lowest rate of unemployment among counties in Sweden. 55,696 people were registered as unemployed at Arbetsförmedlingen in the county. Young people between the ages 18 and 24 are winners in the labor market and it is a long term trend. Four years ago, we had more than youths registered as unemployed in the county, now the figure is 8585. Debates about the labor market have often portrayed youth unemployment as a major problem. The fact is that most young people find it easy to get work today although we mustn’t ignore the fact that some young people are far removed from the labor market, says Sara Andersson, labor market analyst at Arbetsförmedlingen. Generally, the crucial point for entrance to and establishment in the Swedish labor market is education. A completed secondary education is almost a requirement. There are groups where unemployment is growing. People with lower than secondary education is one, another is non-European immigrants, many of which have been written into the Arbetsförmedlingen’s establishment and integration program (Etablering). A result of increased refugee immigration. The number of applicants to our integration services increased by 38 percent since February, Of the 8585 youths registered as unemployed in the county 1801 are part of the establishment and integration program. There are also great differences between the county's municipalities. Öckerö, Lerum and Kungälv has 3 percent unemployment, while municipalities Dalsland Amal, Bengtsfors and Mellerud at 13 percent or more. Unemployment is generally increasing with geographic distance from Gothenburg. Do you have problems with the motivation of the unemployed? Yes. Our experience is that we need to support with lots of motivation actions and guidance. The longer you have been unemployed, the more motivation actions you need.

14 Which arrangements do you have for people with sheltered employment and wage subsidy who are going to work for ordinary employers? Samhall is a swedish state-owned company with the mission to create meaningful and fulfilling jobs for people with disabilities that impair capacity to work. The company was founded in 1980 and is one of Sweden's largest companies. Samhall's core mission is to offer work and developmentwork for the people with disabilities who are far from the labor market. Ability to work must be so impaired that they can not get other work and their need for work can not be met through other activities. Samhall - we have a national agreement with Samhall which means that each year we set a goal on the number of job seekers who will enter a sheltered employment at Samhall. Samhall has a mission to annually work to reach a transition for certain number of their employee out on the regular labor market. We also work with sheltered jobs out in the municipalities, public sheltered employment, where you can work on your own or in certain teams. In a regulated agreement, the municipality have the responsibility for these people during their jobperiod. Employment subsidies that compensate their limits and adjust their worksituation. Supported employment which is a support for both the employee and employer.
