2 Teacher Shortage Minnesota Commissioner’s Teacher Shortage List– 19 areas, including math, physics, chemistry, and four areas of special education. – 30 areas, including all above, Reading, all areas of CTE (Career and Technical Education), World Languages, and an additional five areas of special education (9 total). In 2015 national survey, only 4.2% of students intended to major in education, the lowest percentage since the survey began nearly 50 years ago. (Nolan, Frank, “Minnesota Teacher Crisis”, pp. 7).

7 Why offer the Teacher Cadet Program?One solution to address the Minnesota teacher shortage problem and address the lack of diverse teachers. “Grow your own teachers” in your community by encouraging students to come back to teach in home district The program addresses the need to close the achievement gap by encouraging post secondary completion, providing mentoring and assistance in transitioning to post secondary education programs through college partners. Offers concurrent college credit.
8 Why offer the Teacher Cadet Program?The Department of Education seeks thoughts, comments, and suggestions on: ways to expand early learning; strategies to recruit, develop, and retain teachers and leaders (Title II). Aligns with the Pathways to Prosperity work that emphasizes access to high wage, high skill, high demand careers and building an economy that works for all Minnesotans by providing equal access to employment opportunities.
9 Teacher Cadet Defined The Teacher Cadet program is an innovative teacher recruitment program designed to attract talented young people to the teaching profession through a challenging introduction to teaching. The detailed curriculum includes units of study that cover teacher national standards and is taught as a rigorous, dual credit accrual high school course. The program seeks to provide high school students with an insight into the nature of teaching, the problems of schooling, and the critical issues affecting the quality of education in America’s schools.
10 History of Teacher CadetTeacher Cadet originated in South Carolina in 1986, thirty years ago. In South Carolina, Teacher Cadet is offered in 68 of the 82 public school districts. South Carolina partners with 22 post-secondary institutions in offering concurrent college credit for ED101. Teacher Cadet is now offered in 37 states throughout the United States, with Minnesota being the latest to offer the program. https://www.teachercadets.com/teacher-cadet-sites.html Teachers are trained to teach the Teacher Cadet Program in a 3 day, intensive training program by highly qualified trainers.
11 Benefits for Students Reduce their student loan debt though loan forgiveness programs available for Stafford and Perkins loans and TEACH Grant (See Minnesota Teacher Shortage List handout) if they teach in a shortage field, or in an economically disadvantaged school district. Students will take a technical skill assessment at the end of the program in the Education and Training Career Pathway and receive a credential as well as 3 credits of post-secondary elective credit. With help from college partners, students will have help with finding financial aid to attend college, help with filling out college applications, and assistance for a smooth, seamless transition to post-secondary.
12 Main benefit for students!The end result will be more students, especially diverse students and economically disadvantaged going into the teaching field with a firm understanding and experience on what is involved in being a teacher and transitioning successful to the post-secondary of their choice to pursue a teaching degree.

14 Important components of programStudents who are Juniors and Seniors Principal and counselor support and participation Realistic internships at the Pre K, elementary, middle school, high school, and special education experiences. GPA requirement of 2.5 Counselor input and access to data to identify student focus groups. Focus groups led by teacher and counselors. Experiential learning focus including job shadows, project based assessments, field trips, campus tours, and internships.
15 Teacher requirements Any licensed teacher can teach the Teacher Cadet course Who has been trained? 44 FACS teachers in June 2016 from all across Minnesota Highly qualified for Early Childhood Education pathway. Education and Training career pathway already part of FACS Frameworks and taught in FACS programs
16 Advantages when taught by CTE teacherTeacher requirements Advantages when taught by CTE teacher CTE Levy allows districts to claim 35% of teacher salary, instructional supplies, professional development and curriculum writing Availability of Carl Perkins funding under the 2006 Carl Perkins Reauthorization Act for new and innovative CTE programs, equipment, and professional development. **Principal makes the final choice on who should teach the program. The most common CORE areas teaching Teacher Cadet are Social Studies and teachers who teach AVID courses.
17 Teacher requirements If offering for concurrent college credit, teacher needs to meet Minnesota State Colleges requirements for instructors of Teacher Cadet course Teacher holds Master’s Degree Plus 18 credits in content specific area, with some latitude in how some of those credits may be achieved.

22 What does course look like?MINNESOTA MODEL One year course or two semesters First level – Cadet Curriculum foundations with job shadow experiences. Second level – Internships minimum 3 days a week, in class journal and other enrichment material on Monday and Friday. If students are in internships for more than 40 hours a semester teachers need to have a work coordinator’s endorsement (3 classes offered online at Bethel). Internships cover – Pre-K, Elementary, Middle School, High School and Special Education/or choice of specialists.
23 Training required 3 days of intensive training by certified CERRA Trainer Purchase of Teacher Cadet Curriculum ($500.00) CERRA will be available via the technology HUB for any questions, help, or for other needed resources after the training is completed and the teachers start to teach the Education and Training program. Other professional development is available through CERRA to support the curriculum and teaching of the program. Meetings and collaboration with college partner as per college contract.

25 Steps to implementationFALL Visit with principal about the training. Show curriculum. Talk about the requirements of 2.5 GPA to enter the program. Visit with counselors to enlist their help in recruiting diverse and economically disadvantages students into this class. Focus will be on diverse students, free and reduced lunch students, first in family to attend college, and males for early elementary. Plan course description for registration guide. Follow protocol for obtaining class approval in your school district.

Second training at Minnesota Department of Education in June of 2017 for 3 days. Goal is to have college contracts signed by Spring of 2018.
